The World Bank Country office in Ukraine is recruiting a Communications Associate (Media Relations) to proactively participate in the design and implementation of effective communications and outreach strategies from the particular angle of media relations in order to raise awareness and understanding about, and improve the image of, the World Bank and increase the development effectiveness of its activities .
Duty Station: Kyiv, Ukraine
Report to: Country Director (based in Kyiv Country Office) and ECA Communications Advisor (based in Washington, DC).
Position: One Year Extended Term Consultancy (ETC)

Summary of Major Accountabilities:


Under the guidance of the Country Director, is overall responsible for managing media relations to support the World Bank program in Ukraine as specified in the communications strategy. Serves as a first point of contact for all media inquiries about World Bank activities in the country. Proactively identifies media opportunities to place key Bank messages.

Provides input into the communications strategy of the World Bank in Ukraine as well as sector specific communications plans from the particular angle of public opinion and the role of media. Is overall responsible for developing, executing, and monitoring the impact of media outreach plans for specific campaigns about the Bank's projects, programs and/or policies in Ukraine.

Is responsible for planning, scheduling and organizing logistics for press conferences and other press events, such as briefings, interviews, off-the-record interactions, etc.

Drafts press releases and press backgrounders, compiles and disseminates media packages. Ensures quality control over all Bank materials reported in the press.

In partnership with Bank operations staff organizes, executes and monitors effectiveness of dissemination campaigns for analytical reports and policy advisory work that target key external audiences.

Maintains and regularly updates a media contacts database, establishes and maintains a pool of key trusted journalists that cover topics relevant to the Bank’s work in Ukraine. Organizes media trainings, media contests and other events for journalists.

Conducts regular media reviews and analyzes current events, news and public opinion related to the Bank and its work, to help assess their potential impact on the Bank and determine appropriate responses as needed. Is responsible for daily Media Monitoring.

Develops and maintains, writes content and acts as a manager of the World Bank Ukraine external web site. Coordinates closely with the knowledge and learning focal point in the Ukraine Country Office, who manages and maintains the internal Bank website.

Advises country and project teams on the implementation of the new policy on Access to Information in relation to issues of potential public sensitivity from a media standpoint.

Works independently on routine tasks and programs, but seeks guidance from his/her supervisor as needed on complex projects/issues.
Essential Specialized Skills/Knowledge/Competencies

Journalist experience and excellent skills in producing written and/or visual materials for mass media.

Good understanding of communications approaches, tools and methodologies related to planning, executing, and monitoring media outreach campaigns. Experience of working in public relations for the corporate sector or a key multilateral or bilateral donor is a plus.

Excellent verbal and written communication skills. Strong presentation skills. Spoken and written fluency required in English, Ukrainian and Russian.

Knowledge and understanding of the media market in Ukraine. Excellent media contacts.
Knowledge of new media tools (web programming, video, social media) is a plus.
Strong organizational, research and analytical skills
Good knowledge of social, political and development issues in Ukraine.
Excellent computer skills; ability to use standard Bank technology packages, e.g., Word, Lotus Notes, PowerPoint, Internet, Excel, etc; web-publishing skills an advantage.
Good understanding of the Bank, its policies and operations; as well as good understanding of current development topics, issues and institutions.
Strong interpersonal skills and ability to work effectively with internal/external partners in a multicultural environment.
Ability to work effectively under stress; ability to prioritize and juggle multiple tasks within tight deadlines
Demonstrated willingness to provide help, assistance and support when others are in need, and to lead or follow, depending on the needs of the team.

Minimum Education/Experience at recruitment/selection

Minimum Education: BA/BS
Minimum Years of Relevant Experience: MA in professional discipline or a Bachelor's Degree and 2 or more year's relevant experience.
